Party delegations and national negotiators, ministers and heads of delegation, United Nations agencies, accredited observer organisations, civil society and non-governmental organisations, business and finance representatives, researchers and academics, and accredited members of the press. Blue Zone access requires UNFCCC accreditation; host-country programming around the conference is open to a wider public.
